The American Council on the Teaching of Foreign Language (ACTFL) is an internationally recognized authority on educational approaches to foreign languages. Besides providing a frame for research and methodology, one of their main objectives is to encourage the American government to promote FL programs. FL requirements in the USA are not as much of a priority as in the rest of Western countries, where at least one foreign language is mandatory for about 8-12 years of education.
